Job SummaryThis position serves as the Responsibility Center (RC) Fiscal Officer for the Division of Undergraduate Education at IU Indianapolis. The RC Fiscal Officer is an active member of the leadership team for the Division of Undergraduate Education.

Department-Specific Responsibilities

  • Collaborates with the unit by contributing fiscal data to inform planning, budgeting, and other decision-making and makes recommendations regarding resource allocations and efficiencies to enhance financial performance and ensure compliance.
  • Leads the Division of Undergraduate Education finance area and provides supervision, support, and development to the staff.
  • Sits administratively as part of the campus budget office.
  • Develops, oversees, and improves fiscal and administrative activities and services for the Division of Undergraduate Education and all of its units, including but not limited to the following functions: Office of Finance and Administration Leadership and Supervision, Accounting, Budgeting, and Financial Management, Human Resources and Payroll Management, and Compliance.
  • Plans, monitors, and appraises job roles and results.
    Communicates organizational needs, educates, and develops assigned staff members to financial administration methodologies and standards.
  • Manages the professional relationships among the team members and sets the tone for productive work with others in the division.
  • Collaborates with school leadership to plan, direct, and evaluate the development and preparation of units¿ revenue, operating, and capital budgets.
  • Develops and maintains regular effective and transparent communication, presentations, reports, and other relevant materials for executive leadership, directors, and staff team leaders.
  • Directs the management of general appropriation, endowment, external, university grants and contracts, and gift funds.
  • Leads management, compliance, and reporting for all the Division of Undergraduate Education accounts/sub-accounts, including general fund accounts, designated fund accounts, restricted fund accounts, non-restricted fund accounts, external agency fund accounts, plant fund accounts, foundation accounts, grant accounts, and contract accounts.
  • In collaboration with the Dean, develops (RC) budgetary policies and procedures.
  • Implements new strategies and protocols to address business needs.
  • Reviews and contributes to the development of revenue growth strategies and identifies risks.
  • Serves as (RC) fiscal compliance officer.
  • Plans, coordinates, and administers the fiscal and business activities of the responsibility center for the Division of Undergraduate Education including budget, accounting, travel and expense, purchasing, inventory, and accounts receivable.
  • Develops, plans, and directs special projects, including space renovations, space allocations, staffing, equipment purchases, and long-range plans.
  • Works in collaboration with fiscal officers from other schools, campus administration officials, outside vendors, and critical stakeholders on physical facilities-related changes and/or projects.

General Responsibilities

  • Directs the daily and long-term financial and/or administrative operations of multiple institution organizational units or a multi-faceted academic research and teaching unit within a school or college.
  • Responsible for accuracy, timelines, and the general integrity of the Financial Administration family.
  • Controls all expenditures and statement of accounts to ensure regulatory compliance and fiscal integrity.
  • Manages complex revenues including internal and external sources.
  • Directs the management of general appropriation, endowment, federal and non-federal grants and contracts, and gift funds.
  • Prepares operating and project budget drafts. Creates annual revenue and expenditure budget for school or support unit.
  • Monitors functional area budgets and reports any significant deviations from approved budgets. Develops budgetary policies and procedures.
  • Responsible for supervising business support personnel.
  • Develops, plans, and directs special projects, which may include space renovations, space allocations, staffing, equipment purchases, long-range plans, leasing of off-campus space and services.
  • May oversee and direct variety of human resources activities including employment, labor relations, benefits, training, and classification for functional area.

EDUCATION

Required

  • Bachelor’s degree in finance, business, or related field

Preferred

  • Master’s degree in higher education administration, public administration, business or finance, and/or CPA.

WORK EXPERIENCE

Required

  • 4 years of related functional experience
  • 1 year of management experience

Preferred

  • 5 years of fiscal administration or related experience
  • 3 years of management experience

  • Ability to understand and interpret financial policies, regulations, and pertinent state/federal laws.
  • Advanced knowledge of financial statements and different budgetary models; ability to apply in different situations.
  • Knowledge of human resources laws and procedures as related to managing staff; Knowledge and understanding of the importance of mentors and mentorships.
  • Demonstrated ability to create workable solutions from broad concepts and ideas, projections, forecasting, and long term planning.

Working Conditions / DemandsThis role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus.
